You can install either of them first, but for most people they will already have Windows installed anyway, so that's the most popular way of doing it. Go here:

Always install Windows first. Otherwise it will overwrite the Linux boot loader and you won't be able to run the Linux install without a bit of messing about.

Most new people have xp installed and they use some distro to install second.

The distro may or may not guess correctly.

If I were to try it, I'd install xp first. It may work easier. Both ways can work just as well but you need to do some manual edit's if you load linux first.

Is this the system you're asking about? XP will perform poorly with that little RAM, as will the majority of Linux distros. You should have at least 512MB, 1GB (or more) would be better. Which OS to install 1st is the least of your problems. Get the RAM situation taken care of 1st.
