None of the Windows imitations - Wine, ReactOS, etc. - will run many modern Windows programs perfectly. It's certainly worth a try (though it is not altogether straightforward), but the general answer must remain that Windows programs don't run on Linux.

As already asked, what is the program? Almost certainly there is a native alternative that will run far better than trying to shoehorn a Windows program into Linux.

.msi files are for Windows only (MicroSoft Installer). You can't install them in Linux.

What is it that you're trying to install? There might be a Linux alternative. Or as Razor pointed out, you might be able to use Wine. Which version of Linux are you using?
