permission errors in linux error code 3

Specs: Suse Linux
New to Linux. Have a folder with Owner = Root. I am logged in as Root but am receiving a "Permission Denied. Error Code: 3" when attempting to copy a new file over to the folder. This is via WinSCP. I have logged in using Putty and attempted to both modify permissions to 777 and generate a new file directly into the folder with the same permission error.

Any assistance would be greatly appreciated

Are you sure that remote root access is allowed on the Linux machine? Presumably you are connecting via SSH; most distributions disable root access via SSH by default. You can check the /etc/ssh/sshd.conf file to see if this option is enabled or not.
