output of a shell script to flat file

I have a shell script that outputs it to a flat file. it runs from a crontab. I have another script that cats this file. I am seeing that when the first script runs, output of the file is overwritten by 0 while the script runs. How can I make sure to not write anything until the first script completes 100%.

The script is like this:

get -q -O $DATADIR/1965.dat
