I assume it is a picture located maybe in the /boot or / area. Use gimp or other photo edit program to change.
Sometimes called splash.

I think the OP is referring to the message after console login, NOT the boot splash. The exact file can vary by distribution, but is usually something like /etc/motd. To colorize it, you have to encode the text with escape characters, such as those found here.
