If you'd like to connect to your linux machine whenever you want, yes, you need a 24/7 internet connection.
You also need a fixed public ip address or something like no-ip or dyndns, to be able, to find your linux machine at the internet, by using a domain name, like yourcomputer.no-ip.com or yourcomputer.dyndns.org.

For internal network access to ssh, you don't need any internet access.

Well, the computer doesn't have to be on 24/7 nor does the internet connection. Problem most home users have is that they have a dynamic IP address that then needs a dynamic dns setup. There are some good free one's and even routers that have clients built in to follow IP address.

Then you need a good tutorial on ssh both sides and how to nat routers and setup firewalls.

Some people like putty, i think it can use ssh.
