No. And if you could it would be useless as clients wouldn't be able to access your DNS server.

You need to address the issue that has got you blacklisted.

I guess dns could be changed but that assumes a lot of things. If you mean you have a local blacklist on your local dns server that forbids you to access some sites it could be bypassed. If you mean your IP has been blacklisted by other remote dns then that is a different story.
