Specs: Red Hat Linux 5.4
while connected as the oracle user on Red Hat Enterprise Linux Server release 5.4 (Tikanga) 2.6.18 194.11.1.el5 (64-bit) on an x86_64 on both 2 node-RAC with 25 databases I get the above listed "fork" error. Once the oracle user gets this you cannot execute any more commands.

My guess would be that there is a PAM limit in place that restricts the number of processes a user can run. The limits would be in /etc/security/limits.conf. Note that you should be careful disabling such limits, as it can make it more likely a fork bomb will lock up the system.
