It is as exact as you set it.

Why did it take me over a year to phone in a problem to ATT?

The modern hardware and Linux OS keep very accurate time. Earlier this year,I installed Ubuntu 9.10 and, overtime, upgraded to 10.04. I have not set the time since the initial install and it's still on the same minute as my work computer which is controlled by NTP (see http://www.ntp.org)

However date command is input by the user.
