Typically the iPhone drivers are automatically installed when you plug in your phone. Instructions for installing these drivers manually can be found (Click >>>) here.
Can I put a question here?
I tried that a few days ago, updating the Apple driver did absolutely nothing plus one hour on the phone with an Apple rep produced nothing but finger pointing at Microsoft and blaming it on XP drivers, etc.
Did you try my link for updating them? However I;m not really sure what the problem is... "needed to install iphone 4 digital still camera" isn't really a question.

Agreed, then here's the question:when attaching the IPhone 4 to an XP Pro desktop, an Iphone and a digital still camera is found and then the found new hardware wizard pops up and wants to install it: automatically from windows update doesn't work, from a disk which doesn't exist and then the Apple directive (the instructions you refer to above, my first fix attempt) on the USB driver which I've installed, updated, removed and re-installed all to no avail, the camera and phone are not found anywhere except Itunes. Hoping that explains it. Further, this wasn't happening prior to OS 4.2 which I also advised to the Apple rep in the hour phone call.
That's strange. I assume you've checked "My Computer" to view all the connected drives? I haven't updated to 4.2 yet, as it requires me to update iTunes (I'm always afraid to because it messes up my library). So I can't double check with my 3GS. But this does sound like an issue with the new update rather than with your phone.
Try rebooting though; Hold the home and sleep buttons until the phone restarts. Ignore the "Slide to power off." message.
