there are several vnc apps as well as others that can stream audio or
video. it all depends what you really want to do. you can even add the
ipad as a wireless display to the computer (currently mac only, pc
version soon).

This is EXACTLY what I want to do above!
But I'm a PC guy...... tired of waiting for Android
tablets.... so thinking iPad
I want my desktop setting say on my desk but with NO
monitor hooked up... and want to use the tablet as a
"portable" monitor of sorts
This can be done yes?

The Air Display support software is only compatible with Mac OS X 10.5.8 (Intel only) or greater. Windows users, stay tuned! Windows support software will be available soon.

Also note that WiFi is slower than DVI. I use AirScreen
<http://en.ennowelbers.info/node/39> over 802.11g. It's useful enough to
read and even edit text, or view status info (like top in a terminal
window). But for animations it's way too slow.
Of course 802.11n ought to be faster. And maybe, going by reviews, Air
Display <http://itunes.apple.com/gb/app/air-display/id368158927> might
be a little faster.

It sounds more like he needs a generic VNC app. Air Display isn't that, but there are numerous VNC apps in the app store right now.
