when i plug my iphone 4 into one of the usb port i keep getting usb power surge warnings

It means there's insufficient power available from that port to adequately supply your iPhone with enough voltage for proper operation. It usually occurs when you have too many USB devices plugged in at the same time (especially USB-powered portable hard drives), so make sure your iPhone is the only USB device plugged in.

If you must have several USB devices plugged in at the same time, buy a mains-powered USB hub which plugs into a power socket via an adapter. The mains power will then ensure that there's always enough voltage available from the ports on the hub.

Don't worry, the mains-powered hub will not harm your USB devices, it only supplies the correct amount of current that a USB device demands from it.
