unable to activating iphone after uprading to 6.1

Specs: Apple
I upgraded my iphone 3gs from 4.1 to 6.1 the other day. When I went to reactivate it. It would not work. I looked on the apple website to try and resolve the issue which were:

Turn off / on
Activate it through itunes

The above did not work. I looked at options to jail break my phone, however I want to avoid using this method.

Can you please advise how I can resolve the issue to get my phone working.

Can you tell us what happens when you plug your phone into iTunes? do you recieve any messages, does iTunes detect your phone?

It also comes up with it saying that it cannot detect the server for it to reactivate

I wopuld probably uninstall iTunes and install the latest version again, i really hate iTunes its the worst application i have every had to use. iv had to uninstall it many times for various reasons, it usually works for me.

Do you have the correct sim card? You have to have a sim from the carrier that the phone came from, just to activate it. It doesn't matter if the sim card is active or not just that it is from the correct carrier. After you get it activated you can use your other sim.
