Actually when having a turn on problem on iPod Touch Apple only suggest charging the battery for about 10 min and then try again to turn it on.

In your case it looks like your brother drained all the battery charge. There are some other considerations about charging and turning the iPod Touch on you could find useful so I redirect you to the Apple troubleshooting page:

Jailbroke mine a while back and recently let it run all the way down and had the same problem. Just kept holding the home and power button for ten seconds over and over, letting it charge, then coming back and trying it on and off of the charger. It eventually worked and turned on. Don't know exactly what did it, but just thought I'd tell you I got it to come on that way.

Absolutely, you are right, you did one of Apple recommended procedures "Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until either the Apple logo or battery symbol appears". Then, keep charging the iPod.

This is when the battery is too low even for screen display.
