iPhone 7 Plus - Facetime and iMessage won't work

Specs: 11.3.1, 3
Second owner of an iPhone 7 Plus. When I go to settings and Facetime and try to toggle it on, it says "waiting to activate" and if I login with my Apple ID it say's "activation failed" Does the same thing when I try to toggle on iMessage. Have talked with Apple, reset operating system, reset network settings, etc. I can't get this fixed!!
Any suggestions????

Where was this iPhone originally purchased? In many middle east countries, facetime isn't allowed and is dissabled on phones purchased in those countries.

By "Reset Operating System" does that mean you restored the phone to Factory settings? Did Facetime and iMessage work for your friend before you had the phone activated for your phone number?

I remember getting an activation code from my network provider when I toggled on Facetime & Imessage on my new iPhone before. You might wanna check with your provider.
