When I try to download apps from Apple store,the icon appears on my I pad but says waiting and does not down load . I have downloaded apps before with out trouble.
Try closing all open apps and force rebooting your iPad. Double click the home button and swipe all of the open apps upwards to close them.
After you have done that press and hold both the home button and power button simultaneously until you see the Apple logo appear. When the Apple logo appears release the buttons and wait for the iPad to restart.
Try to download an app.

This may be a problem with the Apple store itself; their server(s) being overloaded etc.? Certainly it can happen that a given site will be slow on occasion and OK at other times. Have you tried downloading at a different time - possibly "late at night your or early in the morning" - your time?
There are a few other things that might be a cause - but if other downloads (other sites) don't show the same problem I'd be inclined to be looking at Apple-land itself. With that in mind it might be worth a chat with the techies (ideally a guru) in your local Apple store, and see what they can discover/advise?

Also perhaps reboot your router; clear out any cache data on your computer too; I have occasionally seen references to that being a factor in slow downloads. But overall I'm inclined to feel it's Apple-land servers and assorted "kit" in the path to you?

Ah... There are still issues - aka problems - with iOS8x if one looks around. I would have a serious chat with the techies (ideally the gurus) in your local Apple store. I doubt you will be the only one with the same problem.
