Solved iPad and iPhone not allowing a push from att.net

Specs: Windows 10
I have an att.net email account. When I downloaded to Outlook it would show the main email account as read. My iPhone and iPad would push the information from the server. Since I updated the iOS 10.2.1 on the iPad and iPhone, the option to push the email is not shown. Also Outlook does not mark the mail as read on the server. What has changed? How do I get the iPhone and iPad to push the information?
