Well, I'm certain that no matter what Apple Support would offer, if the iPhone will not start up properly, your only real option is to restore the software to the phone. Many times, they (or various retail stores where you may have purchased the phone) will tell you that they'll be happy to help - for a price. The procedure for reloading the OS to the iPhone is actually pretty simple though, and something you may well be able to do yourself for free. All you need is a computer running iTunes, the USB cable for the phone, and a free USB port on the computer.

What you do to recover the phone is this:

1: Completely power down the phone.
2: Once the phone is off, plug the cable into the phone (JUST the phone not the USB port yet)
3: While firmly holding down the Home Button, plug the USB Cable into the computer's USB port.
4: Start iTunes.

At this point, iTunes should report that it has detected an iPhone in Recovery Mode and state that you will have to update/restore it to use it. Follow along with the instructions iTunes gives you and it will download the latest version of IOS, then it will install that version on the iPhone. When it finishes, you should then be able to power up the iPhone and then either set it up as a "new iPhone" or restore your data from your most recent backup either from iTunes or iCloud.

If this procedure doesn't work for you for some reason, then the problem may possibly be actually hardware related, in which case your best bet would be to follow up with Apple Support or schedule an appointment with a Genius Bar should you be fortunate enough to have one nearby.

Good luck!
