Is there a way to access this from your computer, via iTunes or something else, or must you always use an iPad (or iPod or iPhone)?

Yes.
At the moment.
In future, Apple might add the iBookStore to the iTunes store, but probably not until they are supplying software (e.g. a later version of iTunes) which can actually read epub documents on the computer, and deal with the DRM for the paid e-books.
This will also depend on what rights have been granted by the e-book publishers.

It already does that - iTunes can catalogue books if they are synced
from your iOS device. It just can't display the book content.

Well, i stick to free books, but some have to downloaded on my laptop,
imported by iTunes, then sync to the iPad, where they turn up on the
iBoos bookshelf.

The deal with the copyright holders probably reads iPad/iphone/itouch ONLY
so they don't have to worry about you copying it or stealing it.
iPad is a copyright holder's dream machine. NO external storage they can't
control. NO file manager. NO software access. Highly controlled
environment. Hell, it's as good as a TV!

Try alt.binaries.ebook and all the trailing newsgroups. There's thousands of titles, really great ones, every DAY! No iTunes, No Jobs, No problem!
