Specs: Windows 7
can iOS 8 still be changed back to iOS 7.1.2 on an ipad mini the system does not work with all apps can it be deleted and loaded again

As best I know - after a short time period when it was possible to revert to iOS7x... Apple pulled the plug on it when they issued (updated it to) 8.01 etc...

Google trawls show a lot stuck in your situation and unable to revert to iOS7x - since Apple pulled that option...

You might have a chat with a local Apple store techie; ideally one of those on the day duty as walk-in technical help; even better an actual guru type. Possibly they "may" be able help you get going or at least advise on all options...

Any apps etc you have purchased, any you have purchased via iTunes can be downloaded again (for free) once you have a working system. Possibly anything from say Amazon (and maybe others) may also be available for a replacement download.

iOS 8.1 is available now. It supposedly fixes all the stuff that broke in 8.0.X
