Can I format a sd card With my iPad Pro using a usb Hub c. Is there any programs that work the iPad to flash the sd card.

Sadly the answer still seems to be no. I dun a trawl and came across the same question going back as far as 2014; and the answer then as now is no.

You can transfer files to/from an external storage device - sd card/flash drive - and even an SSD (as long as you provide additional power to run the SSD). But format ... seems still no

I'm afraid that you can't format the SD card with the iPad Pro. But you can do this via your computer, phone or camera. What needs to be point out is that if you need to connect the SD card to your iPad, you need to format the card into FAT32, exFAT or APFS. And the card must have a single data partition. Because multiple data partitions and Microsoft proprietary formats (such as NTFS) are not support by iPadOS.
