Hi,
I don't know about this specific error and there is no enough information on the internet. You should contact Apple about this. Also I don't know if your iPhone is jailbroken but you should be able to restore your iPhone successfully. Also with time and enough use the software, in this case the OS gets corrupted.

If you have purchased items do step 1 and 2, if not go to step 3:

But also if you don't find a fix, back up as much as you can, recover your purchased app and files and do a Restore using iTunes.

1) Open iTunes. Hold down the SHIFT+CTRL keys on Windows or OPTION+SHIFT on Mac while connecting your iPod to your computer and until you actually see your iPod shown in the iTunes list.

2) Now you can use the “Transfer Purchases” function under the "File" menu in iTunes to get all your purchased files from the iPod including music, videos or apps. This will work only with the entire library and you can't use it to select specific files.

Ok, I found something that may solve this error.
This problem could be related to Windows 7, 64 bit mostly, and the P55 chipset

Try disabling USB power management.

Click Start, type DEVMGMT.MSC and press Enter (It will launch Device Manager)
Click View / Devices By Type and Expand the Universal Serial Bus controllers section in the tree hierarchy
Right-click each USB Root Hub entry in turn
Select Properties > Power Management and clear "Allow the computer to turn off this device to save power"

Restart your PC after this procedure and try to connect with your iPhone.
