App store download capability turned off?

Specs: Vista Ultimate, SP2, 3.0Ghz/2Ghz
I went to the Apple store today to see something I read about in an iPhone guide. I tapped on the App store and located a free app but there was no get button. I guess downloads are turned off on the phones in stores? Otherwise, everyone would be downloading who knows what! If this was your own phone, I'm assuming you would see the get button. Am I right?

Here's what I want to do:
1) activate iphone but bypass apple id
2) once activated, go to app store for free app and create apple id then

I want to do this so I can choose None for the payment option.
Will this work? Thanks.

In the Apple app store, you don't so much as buy (or "buy") for a download of an app so much as you pay (or "pay") to tie an app to your Apple account, and then download something tied to your account. If you don't have an account, you don't have anything to associate with an app.

You could download iTunes onto your computer and setup the ID there. Or, go to the Apple website and create an ID.

You don't have to wait until you get the phone to create the ID. You can do that at any time.

Yes! Please post the steps. It is confusing to me or the way the app store is set up is confusing. If you create the apple id when you activate, you don't get the none payment option. Only if you tap on a free app do you get the none option. I don't want to associate any payment options with my account. So, it seems as though I have to create an apple id later once I go to the app store and get a free app to be able to choose the none payment option. Right or wrong?

Can't you just go to https://www.icloud.com to create an Apple ID there, and then use that account to activate the phone?
