windows cannot format this external hard drive

Specs: Windows 7
I have an 150GB external USB hard drive which I have been using without problems for sometime. I tried to use it to do a complete back up of my C: drive and it was going very slowly. I thought that if I formatted the disc first it might perform better. When I tried to format it I got an error message :- "Windows could not complete the format". I have checked in Disk management and it shows that the disc is "healthy". In properties the pie chart shows a full disc with no free space. If I try to open it I get a nessage "This disc needs formatting before it can be used. I have tried formatting it on my Acer netbook with Windows 7 starter and on my laptop using Windows XP. Any help would be much appreciated

Delete the partition and re-partition it.

I get the feeling it is bad somehow though.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

Thanks for the suggestion.

Cannot delete the partition. Created a new one but same problem.
