windows 7 wont detect new graphics card

Specs: Windows 7
I have windows 7 64bit on a new emachines computer. I just installed a Diamond hd 2400 pro sb edition graphics card and I can not get it 2 show up in device manager. I have changed the bios for pcie, and I have disabled and enabled the onboard card with no luck. I have also went to ATI/ADM website on download and tried to install the latest catalyst program again with no luck. Need some help please.

Do you have the monitor cable connected to the new card? If you do & it's putting a display on the screen, it obviously works. Old card though...is it AGP or PCI-e?

Monitor is connected but nothing on it. The ONLY reason I even bought a video card to have dual monitors. If the onboard had 2 hook ups I wouldnt even run a graphics card.

Does the card require a direct plug in from the power supply? Is it connected?

It does not require direct plug in. I have felt the card and it is warm so I believe it is getting power but I really have no other indication besides that.
