Sometimes the simplest works.
If you have not tried this yet: Hold down the power button until the machine is off (force shut down), unplug the machine (remove battery if laptop). Press the power button 4 or 5 times to discharge any remaining power in the capacitors. Plug in (replace battery on laptop) and power it up.

If you do not have the start menu but need to run System Restore you can tap both the Windows Key and the R key to bring up the Command Prompt, then type: rstrui.exe and Enter or OK. If you need to you can also restart into Safe Mode with Command Prompt and do it from there. Here are a few with more details:
