Win XP SP3 install causes reboot loop

Specs: Win XP, AMD Sempron 1.81 Ghz 384MB RAM
I had to reinstall Win XP. After installing SP 3, the computer ends up in a reboot loop. Some time ago when SP 3 came out there was the same issue on this machine, but a fix was published soon after SP 3 was issued. I think I remember maybe something in the BIOS or the setup had to be changed. I've searched for days and cannot find the fix that was published back then. I hope someone can at least point me in the right direction, or provide the instructions.

Where did you get SP3 from? Are you using the same copy that gave you problems the 1st time or did you redownload it?

fresh download, there was no copy to use, I had to format the drive and reinstall everything

You should have a copy of SP3 backed up to a disc just in case you ever have to reinstall XP. Where did you get it from? Windows Update or the Microsoft site?
