Will not power on. no lights, fans, or beeps.

Specs: Windows 2000 Office
Not sure if this beginning information is relevant but here's the whole story...I had an old Compaq computer that had some files on it that I was unable to pull and transfer to another computer via flash drive or CD. So i had found an HP I had laying around (although when it started up it sounded like a jet engine, somthing just didnt sound right) and removed the hard drive from the Compaq and put it in the HP. Everything worked fine for a few days. Now, i had not turned it on in a few weeks and decided to turn it on the other day and it would not power on. So i browsed a bunch of forums and did some troubleshooting. At first i thought it was the power supply so i started with that. Tested each pin on my 20pin connector and all voltages checked out okay. So i assummed it wasnt the powersupply. Ran across another forum post where it said to remove the power plug & set the voltage switch to the other setting for a short while then switch it back and then plug it back in. So I did. As soon as i plugged it back in the fan on the power supply and cpu both turned on but it still would not boot. After a while I gave up. So today i decided to get back to work. Now when i plugged in the computer i ended up back at square one. No fans, no nothing. Any help, input or advice would be greatly appreciated!!! Thanks!!

Just because the voltages checked out doesn't mean the required amperage is available. And there's no easy way to check amperage.

can you take the power supply from the compaq and try it in the hp? disconnect everything in the hp,except the ram & cpu, no drives, cards, etc....
