Why won't my Dell Latitude 3160 Laptop USB Ports work.

Specs: Windows 10
The things I checked were to make sure that USB was enabled in settings, checked Device Manager to make sure no conflicts and that drivers were installed. Everything seems to be ok with those. anybody know what else I can check.

How do you know the USB ports are not working? Are you using a mouse?

I have tried to hook a mouse to both ports and also flash drives and haven't been able to get either to read on Laptop but they do work on Desktop computer.

When did the USB posts stop working, or did they ever work?

Is this a school issued laptop?

Don't know much about it. I got it for $20 at a flea market and been working on it a month in my spare time. Has cracked screen, missing half the keys on keyboard and touchpad needs replacing. I upgraded it to Windows 10 and tried to hook a mouse to it but Usb ports don't work. About ready to toss it in the trash if I can't get mouse hooked to it.LOL Oh tried to make a boot disk but flash drive doesn't show in file Explorer.
