Why SATA DVD Drive is not use for bootable?

Specs: Windows XP
After i am setting in BIOS first boot is CD/DVD ROM. And i'm waiting until bootable CD/DVD OS is detection by BIOS and run to installation procces. But it is not detection. I try in IDE CD/DVD ROM and can detection it. Why? And in my BIOS mode in boot menu for choice IDE or SATA CD/DVD ROM is not on. What the best solution for my problem? Please... help me!

Does any CD show up in bios as a drive?

Why did it take me over a year to phone in a problem to ATT?
