Shouldn't be a problem. You just need to install the driver for the USB modem (has to be done just once, the first time you plug it into the USB port). Installing it once won't work for each port.

Also, if you have a bad USB or poorly powered port it may not work in that port.

It CAN make a difference which physical USB port you plug a device into.

A lot depends on the USB driver. Some USB devices like mice and keyboard will work in any port once the driver is installed. Some install the driver to work to a particular port. If you move the device to another port you need to reinstall the driver.

Then there are devises that use a USB to RS232 converter, noticeably bluetooth devices.. Plug them into a different port and the Com number changes.
