Solved Why is my brother's DELL laptop not turning on?

Specs: Windows 7
I was turning on my brother's DELL Latitude e5400 one day when something odd happened. Once I pressed the power button it just lighted up for a few seconds and turned off. It was plugged in and I have already tried draining out internal voltage. Please help!
Postscript: The laptop was dead when I found it and the charger worked fine the last times my brother used it. The only thing that blinks is the password lock which is strange because nothing shows on the screen and the charging light is solid (obviously).

Remove the battery and try to start it just with the power cord plugged in. If it runs then the battery is bad, probably shorted.
If you know someone who has the same or similar model from the same company then see if you can borrow their charge cord. If the charge cord it bad then the battery has run down and is not charging.
".... I have already tried draining out internal voltage." I assume that you unplugged it, removed the battery, and pressed the power button 5 or 6 times to discharge the internal capacitors. If not the try again.
There are other possible problems including hardware problems, hard drive problems, and even a severe build up of dust internally possibly blocking the air passages or the fan from turning. If the fan does not turn the machine will not turn on since it would overheat too fast.

You have to be a little bit crazy to keep you from going insane.
