Solved Why doesn't new MB boot

Specs: Windows 10, ii5-4690 3.5GHz/16gigs
Bench testing new board with good PS, connected 24 and 8 pin, get green large LED indicating power to board. But, when connecting power switch pins with screwdriver, no response from board nor PS(fan). Need help figuring what's wrong. Appreciate any clues. THX, Ron

You do have RAM installed and some type of video output?

Where does the 8-pin power-connector go? MB model/specs?

CPU & heatsink/fan installed? thermal paste between the two? paste applied correctly?
At least one stick of RAM installed?
Monitor connected to onboard graphics port or graphics card?
Keyboard connected so that you can access the BIOS?
Are you sure you're jumping the correct 2 pins?
Does the board have a built-in piezo speaker?
If not, do you have a speaker connected so you can hear the beep codes?
