Why doesn't Advanced attributes dialog question pop up?

Specs: Windows 8
So recently, I encrypted my file and and a question popped Do you want the changed to affect all subfolders and files as well?
I clicked yes, accidentally and now I want to change it back but the question dialog doesn't pop up again
And now when I create new files they are encrypted, I want to change it, how do I get the question dialog pop up again?

Reverse procedure for encrypting simply uncheck the check box:

Yeah, but when I create a new file it becomes encrypted, and I want to create a file without encrypting it how do I do that
And the The Confirm Attribute Changes dialog box doesn't pop up

The dialog should pop up if you change the attributes of a folder. Are you saying it does not? Whose encryption settings are you changing?

It's my encryption settings, not my friends, but yeah the dialog doesn't pop up, and I want it to pop up

I. . . Wha? First of all, "My Computer" was renamed to "Computer" back in Vista. Second of all, "My Computer" doesn't have a backing file system, so it can't be encrypted. Third, I've never seen the option to even attempt to encrypt "My Computer."

You know what? I don't care. Open an administrative Command Prompt, and run the following:

cipher /d /s:\ /h *
