Why does my laptop only start in diagnostic mode?

Specs: Windows 7
I recently picked up an old Latitude D830 from my local dump. Problem is when I push just the power button the power lights up but the computer does not start, but when I hold the fn key and power up it will boot and run just fine from there (boot into OS,Bios, etc).

Which is it? Does it boot "just fine" using the fn key or does it boot into diagnostic mode?

@riider, it will run the diagnostic mode as it should, however what im trying to figure out is why that is the ONLY way the computer will work at all. if you dont start it this way it won't turn on at all (you will see the power light come one for less than 5 seconds and then it will go out and nothing else happens). I've ran the diagnostics and everything is fine as well. I have noticed that the BIOS clock is always reset whenever its powered down meaning the battery might be at EOL. Would that be something to cause this?

How old is the laptop? BIOS battery low voltage can cause clock reset. Google for some info how to replace the battery for your model of laptop.

@sluc, I'm not sure how old it is cosmetically its perfect but it is a very old model so i wouldn't be surpised I'll have a go at replacing it and see if that fixes the power problem as well.
