Why does my computer not shut down.?

Specs: Windows 7 Home
I have built my computer using an Intel D945GNT Motherboard. It is running a Pentium D 3.6GHz Processor, 2 GB DDR2 533 RAM with a 500 watt Power supply. I am running Windows 7 Home. My problem is that I can turn it on use it for as long as I need to, but when I click start and shut down it shuts down and restarts. I have to shut it down and unplug it. Is there something I can do to fix it? Thank you.

Hello,
Did your windows update something you dont know?
Press ctrl+alt+del and see any process is running..
If none work do a system restore to previous date where your pc works good..
ALso try to use in safe mode..

Has it not shut down ever since you built it?

Probably far too hopeful but try this:
Turn off and remove power connection. Hold the Power Off/On button down for about 20 seconds to discharge the motherboard components. At odd times it has helped.

Also try to run a virus scan in your pc!

I've never known of, or seen reported, an instance where a virus only prevents shut-down. Always a first time for everything I guess but I think it unlikely. That's not to say a virus check won't find anything tho.
