There's not many choices in gaming graphics cards in the $60 range but here's one if you don't mind dealing with rebates:

Radeon HD 6670 >> http://www.newegg.com/Product/Produ...

Your specs aren't very specific. I'm guessing part of the board model number is missing...either SE, TE, or PCI-E? I'm also guessing your CPU is a Pentium E5200? Do you actually have 3GB RAM installed or do you have 4GB RAM installed & only 3GB is being recognized?

TE >> http://www.biostar.com.tw/app/en/mb...
PCI-E >> http://www.biostar.com.tw/app/en/mb...

What's "affordable" to you - $50, $100, $200? And do you have a power supply that can handle the needs of a gaming graphics card? The following article should be helpful:

EDIT: more detailed specs would help too - which board, which CPU, which RAM?

Don't waste your money and time, it's gonna take years to patch up the ps3 emulators and by then u gonna need a strong PC to run games.
Get a used PS3 or stick to PC gaming.
