ISO is am image/archive file of all contents on CD or DVD. If the ISO contains an Operation System (Windows, Linux, etc..) the ISO, after writing to CD/DVD, is bootable.
If the ISO contains only DATA (docs, pix etc) there is no need for the CD/DVD to be bootable.
ISO image/archives can also be written/restored to USB flash drives or other removable media.

To add:

ISO will be the file extension of the image file. Your burner software knows how to use the file to make a disk.

A bootdisk must have certain files (often hidden) usually in specific places. An image file in effect is a clone of the original and thus assures everything is properly placed.
