On startup screen immediately displays weird patterns, text is jumbled, going into setup and many of the characters are missing or are displaced over 2-3 lines. If I let windows (Vista) boot it starts a repair process and eventually fails with enreadable text. 8300-GS video card

Sounds like corrupt video RAM Do you have the option to run onboard video only?

Thanks for replying. I did some troubleshooting and in fact hooked up the onboard video and it works. The problem now is that games even simple ones are s....l....o....w
and the native resolution is not supported. I checked the driver through nvidia and it claims it is upto date. I dont know if it checks for corruption of the driver however.

I started looking for a video card replacement that uses a small amount of power. I only have a 300w psu and some research indicated that the 8300 GS only uses 29 watts but not verified.

Is it worth trying to reinstall the driver.?? Any tips on finding a low power replacement for the 8300GS that has equiv or better performance??. Graphics performance index is 3.4 for 8300 vs 1.0 for onboard graphics.

I would scrap the card it sounds busted. Get a cheap Piece O' s---e from your local Staples, Bestbuy whatever try it out, If it doesn't work return it (I know you can do this at staples no prob) You may want to spend ~100 - ~150 for new PSU and graphics card. Def need Dedicated graphics though even the crappiest card can give you a 20%+ increase in performance over on board.
