USB Mouse/Kbd recognized by BIOS not by Windows XP64

Specs: Windows XP, Xeon/ 8GB
I have several computers HP 8200's and HP6400's with Windows XP64 professional that have intermittently been exhibiting a behavior where they refuse to recognize the USB mouse and keyboard. The USB ports work - the keyboard is usable on BIOS startup screens. However, as soon as Windows starts the lights on the mouse and keyboard go out and they are not recognized. The mouse and keyboard work in safe mode. Any ideas on how to rectify this?

How do you have the mouse and keyboard connected? Directly into USB ports, or into a hub? What else is connected to the computer by USB?

Some conflicting driver then.

Guess it could be an over current deal.
