USB Drive not recognising any USB devices

Specs: Windows Vista Home Premium, 512MB RAM
aspire 3680 not recognising usb drive
I am running Windows Vista Home Premium on the laptop. The laptop is detecting USB storage devices but cannot open the device.

Look in Control Panel > Admin Tools > Computer Management >Disk Management

Find the ribbon at bottom-right which represents your external drive.
Right-click and choose "Change Drive Letter & Paths"
Click "New".
Select a letter.
Click 'OK'
