USB and Disc drive not detecting

A problem with my laptop has come to my attention recently while attempting to install Something from CD, when I put any disc and attempt to access it I receive an option to "Prepare this blank disc"
All of these discs have worked in other computers and the laptop I'm having trouble with (in the past).

The other issue is with my USB devices, whenever I plug a known working (even on this laptop previously) usb device headset, mouse, web cam, they do not appear to be detected and do not function.

My mouse was actually just working until I unplugged and put it back in, it is now not being detected along with the rest of my devices.

I have rebooted, usb devices that are plugged in do function but only until they are unplugged. Once unplugged it goes back to not working. The disc drive appears to be unaffected by rebooting.

Hmmmm, my USB devices don't work when they're unplugged...I wonder if I have the same problem?

...I'm not sure who you're trying to impress with that crappy joke, that statement in the context of my previous messages obviously indicates that once unplugged from my computer the devices no longer work during any subsequent attempts to reconnect them.

Have you recently performed a system restore or installed new software?

Are you running the latest Vista service packs?

Did the USB and the optical drives issues appear at the same time?
