Upgrading/Rebuilding Old Computer

Specs: Windows 98
okay...i have a gateway computer with windows 98. it runs really slow and i'm looking to upgrade it can run faster and i would be able to play games such as sims 3 that is coming out soon.
i have a list of video cards that are accepted by the game, but i know thats not all i need. thats not all i want to build my computer around either. i just want a better computer overall (memory, faster running, new motherboard, etc.). i have a budget of about $600 and maybe a little bit more, but what can i do with that?
any suggestions???

$600 will buy you a new computer, forget upgrading, there will be little in that box of use.
Have a look on newegg.com for price on parts or complete systems.
Here is one example in your price range:
lenovo IdeaCentre K220-K3644B (57092255) Pentium dual-core E5200(2.50GHz) 4GB DDR3 500GB Intel GMA X4500 Windows Vista Home Premium 64-bit - Retail $549.
Don't forget you will need a new operating system as well as any new parts.
I doubt if you will be able to build your own any cheaper, but hey, fish around for the price on the parts + operating system and see what it adds up to.

You're not gonna play many new games with Intel GMA X4500 graphics.
