Does the mic work with other programs ?
Do you have a mic ?

The mic's volume control is always muted by default in the Windows sound mixer settings, when you're not using a program that can use a mic.
When you use a program that can use a mic, it's volume control is supposed to be automatically un-muted; when you exit the program, it's volume control is supposed to be automatically muted again.

Even when the mic's volume control is not muted, the mic's volume is usually set to zero or a very low setting by default. You may get no audible output in that case.

RIGHT click on the speaker icon in your Taskbar lower right, select Sounds.
Click on the Recording tab.
If a microphone has been detected , there will be a listing for it with a large green arrow before it which indicates it's the default mic.
Double click on that.
Click on the Levels tab.
If the mic volume control is muted, there is a red circle with a diagonal crossbar through it beside the blue speaker icon. It should always be muted when you look at the Windows sound mixer setiings when you're not using a program that can use a mic.

The volume level may be set to zero or a very low setting - increase it if it is.
.....

Do you have more than one mic connected ?
E.g. some computers have one for a webcam, and there may be also one for a mic you have plugged into the mic jack
If yes, Windows can only use one mic at a time.
If the mic you want to use is not the one producing sound, you need to change which mic Windows is using.

RIGHT click on the speaker icon in your Taskbar lower right, select Sounds.
Click on the Recording tab.

If there is more than one mic listed, RIGHT click on the listing that does NOT have the large green arrow before it, and select Set as Default Device.

Thank you that is great information I finally figured it out though. The settings on Skype were different than the Windows. Once I set them the same it worked fine. Thank you so much though for your speedy response,
