Trying to make a floppy boot disk with CD support

Specs: Windows 98
Gateway 2500 laptop, lost the original boot disk with cd support. Tried config.sys mtmcdai.sys driver and autoexec.bat mscdex.exe on a fresh boot floppy but when it starts it stalls in driver loaded showing 1 cd found and then gives an error report corrupt or no command.com found. But there is a command.com on A:\. Boots fine if I don't try to load cd driver. What am I missing?

The error messages you're getting indicate a bad floppy disk or bad floppy drive. Format the floppy disk. If it reports any bad spots then throw it out and use another. Then create a new bootdisk from a download from bootdisk.com as riider suggests or from another source.
