My 1Tb external hard drive in not detected yet i hear it spinning

Where are you looking for it? Look in Windows Disk Management. If it is listed there, highlight the listing and then post all the information that is displayed for that drive.

i have checked disk management but i don't see it i see drive E:\ disk 1 but it seems to be blank if i disconnect my hard drive it still seems to be there

connected via usb i have tried a different cable different ports on my pc and laptop as well as connected it to a different pc running windows xp but still it doesn't detect it

There are two components included in your external drive. The first is the enclosure. The second is the hard drive itself.

The enclosure should show up in Device manager. If it doesn't that may be an indication that the enclosure circuitry has failed. In that case you could try removing the hard drive from the case and connecting it directly to a computer internally. Be apprised that doing so will void any warranty on the unit, if one still exists.

You could also try removing and connecting to a USB port using an adapter. See the link below.
