we have a rotary phone connected by three wire telephone wire. how do we use the wire for a digital phone using the three wire cable

we are in PA in a circa 1840 house which has had various telephone wires used over its history

Possibly the third wire was to prevent the bells (gongs) from tinkling from the rotary dial pulses. In the UK when the dial was turned off normal it shorted out the bell coils. Only the two line wires need to be connected for a digital phone to work. Leave the third one disconnected.

You'd have to call Ma Bell and get them to come out and rewire the connection--it's not just about the wires.

But if by 'digital' you mean you simply want to upgrade your rotary phone to touch tone well, the phone only needs 2 of those 3 wires. You can use trial and error to find the right two or again, call Ma Bell to come out and do it. You'll probably need a modular socket and they can put one in. And of course you need to add touch tone service to your account.
