Use proper antivirus and firewall. I use nod32 and comodo firewall. Use a good registry cleaner. U can get free utilities for cleaning the registry. Next defragment ur harddrive. Stop unwanted programs running in the background. Stop unwanted programs from starting with windows. These measures should definitely speed up ur system. If this doesnot work then that may be a hardware problem.ur harddisk connection may be severed or some hardware conflicts could be the reason.have a look in the device manager. I am surprised to see ur configuration. Ur processor is way slow but u have 4gb ram. I dont think ur processor can effectively use the 4 gbs of ram.also i think ur os should be a 32 bit one which means it cant address the whole 4gbs of memory

Have tried to make some proper maintenance on the Hard disk? Like defrag, check disk, and disk clean up and virus scan? try to those first then post the result after it.

Of course it's slow, it's a very low end/entry level laptop. I think your expectations are too high.

From a recent review:

"As with the other laptops in this group, the X58C struggles when multi-tasking, and 3D power is also limited...."

"The SiS graphics card offers 3D power that falls a long way short of what we've come to expect from modern laptops. You will be able to carry out basic home and office tasks without trouble. Just don't expect to play games in your spare time."

"Everyday performance lags behind that of more modern laptops, due to the use of the resource-intensive Windows Vista operating system, coupled with a low-powered 1.2GHz Intel Celeron chip. That said, as long as your needs are simple it's a capable machine, only suffering from serious lag when several applications are running simultaneously."
