Stop Error Cannot Load OS

Specs: Vista XP
I am trying to fix my cousin's laptop. I put in an XP
pro disk and it loads the blue screen, after about 5
minutes I get the following info:
A problem has been detected and windows has been
shut down to prevent damage to your computer.
If this is the first time you've seen this Stop error
screen, restart your computer. If this screen appears
again, follow these steps:
Check for viruses on your computer. Remove any
newly installed hard drives or hard drive controllers.
Check your hard drive to make sure it is properly
configured and terminated. Run CHKDSK /F to check
for hard drive corruption, and then restart your

I do not know how to run chkdsk. Does anyone know
what this could be? And why I can't just wipe out the
computer with a new partition and installation? My last
question, is if I replace the hard drive, will the problem
be solved? Or may this be a deeper issue?

Are you sure the laptop is booting off the XP disc? Are you seeing the prompt, "Press any key to boot from CD..."? If so, are you pressing a key? That will start Windows setup.

Yes I went to setup to make sure disc boots, pressed any key.
Windows began setup, after about 5 minutes, I get the error
described above...
