speed step only runs as battery optimized

Specs: Windows 2003 R2 SP2
hi, intel speed step only runs as battery optimized. I have it set to always use maximum performence. its an 850mhz P3, but no matter what os i install (i have installed 98SE all the way up to 7) it only runs at 697mhz. the previous owner put a password on the bios, and i have tried to reset it, but i cant seem to do it. the laptop is an IBM ThinkPad A22m 2628-RSU. the OS is server 2003 R2.

How much ram is in the machine? You would be better off maxing it out rather than to be concerned with processor speed. More ram will take the load off the processor.

The ram is already maxed out at 512 megs. and i installed a 120gb HDD. it runs very well, i would just like to have it perform at full speed. i dont need speed step, the battery doesnt even work.

i find that there is a big difference bettween 697mhz, and 850mhz.
